El Viceroy Vicente Carrillo Fuentes assumed leadership of the Juárez Cartel following the death of his brother Amado Carrillo Fuentes in 1997, attempting to maintain the organization's influence against growing pressure from the Sinaloa Cartel. The resulting turf war produced some of the worst drug-related violence in Ciudad Juárez, contributing to thousands of deaths between 2008 and 2012. He was arrested by Mexican federal forces in October 2014 and faced drug trafficking charges in Mexico.
