Plutarco Elías Calles Plutarco Elías Calles served as President of Mexico from 1924 to 1928 and then ruled indirectly as the "Jefe Máximo" until 1936. He founded the National Revolutionary Party (PNR), the predecessor of the PRI, and provoked the Cristero War by enforcing anti-clerical laws. He was eventually exiled by his successor Lázaro Cárdenas.
