He led the Shan United Army and later the Mong Tai Army, presenting his drug trafficking operations partly as a struggle for Shan autonomy. He surrendered to the Burmese military government in 1996 in exchange for amnesty and was never extradited despite U.S. federal indictments, dying of natural causes in Rangoon in 2007.
