Felix Mitchell Felix Mitchell was an Oakland-based drug lord who built a highly organized heroin and cocaine distribution network in East Oakland during the late 1970s and early 1980s, running what authorities described as one of the most sophisticated street-level drug enterprises on the West Coast. He was convicted on federal drug charges in 1985 and sentenced to life in federal prison without the possibility of parole.
