Carlos Lehder Carlos Lehder was a founding member of the Medellín Cartel who developed an innovative logistics system for large-scale cocaine shipments to the United States, establishing a transshipment base on the Bahamian island of Norman's Cay to bypass traditional small-load smuggling methods. He was extradited to the United States in 1987, convicted of drug trafficking and conspiracy charges, and sentenced to life in prison plus 135 years; his sentence was later reduced to 55 years in exchange for testimony against Panamanian dictator Manuel Noriega. His logistical innovations fundamentally transformed the scale at which cocaine entered the North American market.
